Description
Hello,
It would be nice to add Building (and cancel building) permission in user's role permission management.

Build management is now a separate permission type. I have added it to the default data so that site managers and host editors get it by default. This can be loaded into a working installation by "rake foreman:load_default_data" and a server restart.
- % Done changed from 0 to 100
- Status changed from Ready For Testing to Closed
- Target version set to 0.3
