Katello nightly does not start with tfm-rubygem-foreman_scc_manager plugin

1. yum install tfm-rubygem-foreman_scc_manager
2. systemctl restart httpd

load UI:

When I changed
/opt/theforeman/tfm/root/usr/share/gems/gems/foreman_scc_manager-1.4.0/lib/foreman_scc_manager/engine.rb
to
requires_foreman_plugin 'katello', '>= 3.10.0.pre.master'
