Fixes #34438 - don't try to find services for `nil`

when there is no mapping from a component to a feature,
`component_features_map[component]` will return `nil` and `nil.to_sym`

This adds the ability to handle pulp3 services. A service is used to determine if pulp3 is present as it currently does not run off rpm's in our environment. This could change to be based off an RPM later on when pulp3 is packaged and included with Katello. This also adds the ability to handle glob operators for services and optionally use the `--all` flag for systemctl
