Fixes #34706 - introduce an option to exclude step from whitelist
The method `do_not_whitelist` can be included in metadata of the check or procedure to skip it from adding into `whitelist` suggestion on failure. The `do_not_whitelist` does not disallow whitelisting the check or procedure.
