Rails 4.2 compatibility changes

Fixes #8646 - port to new smart-proxy auth

Receive reports only from the proxies that have the Abrt feature, as
introduced in #8484 (foreman commit d0290c6).

Use only reported_at, make it mandatory

Other timestamps (created_at, updated_at) are dropped.
