Description of problem:

Even running hammer with

--output silent

#hammer --output silent repository synchronize --id 618

it yields

"[.............................................] [100%]"

Add option to completely suspend any console output.

How reproducible:

100%

Steps to Reproduce:
1.execute hammer command which produces progress bar with silent output
2.#hammer --output silent repository synchronize --id 618

Actual results:

"[.............................................] [100%]"

Expected results:

no output

Progress bar should respect verbosity level as designed in https://projects.theforeman.org/issues/14725 after it is resolved.
