Provide a facility to encrypt things (passwords, for example) in config files

I think this is too complicated to maintain. The benefit is small as well IMHO. Possibly a secret store like Vault (https://www.vaultproject.io/) could help, but that's quite a dependency. It also means some secret still needs to be stored. For now we'll continue to rely on file permissions to secure secrets.
