Cloned from https://bugzilla.redhat.com/show_bug.cgi?id=1522734

Due to taxonomy changes in 6.3, templates without any taxonomy are no longer visible. Users after upgrade won't see them anymore in the UI.

According to Marek, the solution for ReX is to explicitly associate with all Orgs/Locs during migration:
