Description

The rhscl-* release packages I added in #7234 aren't getting signed with our usual release process, which only signs RPMs contained in Koji.

This probably just means amending the release process somehow, but we should also fix foreman-bats to use GPG checking.

Changed mash script to cache the files in /mnt/koji/releases/extras, which means we can now replace the cached files with signed copies on each release.
