Description of problem: Mousing over the "+" and "-" icons for each section, other than Locations, does not product a tool-tip.

Version-Release number of selected component (if applicable): 6.0

How reproducible: always

Steps to Reproduce:
1. Enter the Organization Editor for any organization
2. Select the Locations category.
3. Mouseover the "+" and "-" icons to observe the tool-tips appear.
4. Select any of the categories on the bottom left (e.g. Users, Subnets) except Locations
5. Mouseover the "+" and "-" icons to observe the lack of tool-tips.

Actual results: Tool-tips only appear in the Locations category.

Expected results: Tool-tips should appear over the icons in all categories.

Additional info: May also apply to any other form with a similar design.
