Description

Currently, any changes to katello.yml will be overwritten by katello-configure. There should be a way to specify installation specific configuration that remains untouched by katello-configure.

This should be handled by the fact that the configuration options are set by the installer, and for each configuration option there is a parameter exposed by the installer to allow changing. Any other options should be using the Settings model in Foreman to allow runtime configuration changes by an admin
