Description

I'd like a cookbook that can both install the chef_handler_foreman gem, configure and enable it. This means you can just add it to the node's run list and not have to configure it in client.rb.

Seems like we could inspire at https://github.com/chef/chef-reporting which is part of chef client 12. We probably register new event like here https://github.com/chef/chef/blob/master/lib/chef/client.rb#L216
