Description of problem:

When the customer attempts to filter hosts by plan_id, or invoke an Insights job, the following traceback is shown:

How reproducible:

100% in customer environment, and it appears to be tied to the option "append domain names to host" being set to "No" as the customer claims this works otherwise.

Steps to Reproduce:

1. Create an Insights maintenance plan instructions

2. Set "append domain names to host" to "No"

3. Attempt to execute this plan.

Actual results:

'search_by_plan_id' failed with error: 404 Not Found (ScopedSearch::QueryNotSupported)

Expected results:

Should work no matter if domain names are attached to hosts or not.
