disk-performance check does not work with remote databases

checking /var/lib/pgsql and /var/lib/mongodb does not make much sense when the data are on remote hosts

- Subject changed from foreman-maintain health check --label disk-performance remote database to foreman-maintain health check --label disk-performance smart-proxy and remote database
also affects smart-proxy as there is no postgres
/var/lib/pgsql check shoud be skipped
