As a user, I can create an empty docker repository.

Description

Currently, a docker repo requires the upstream source.
"Validation failed: Repository URL or Upstream Name is empty. Both are required for syncing from the upstream."

A placeholder repo could be created which could then later be populated directly by hammer repository content-upload or by setting upstream info later.
