after install ruby-foreman-remote-execution we don't see any job-template menu entry

Description
Actually we installed remote-execution-plugin on an ubuntu 16.04 server.
Package installation goes well without any errors but the Job-Template menu does not appear.
We follow the instructions on https://theforeman.org/plugins/foreman_remote_execution/1.3/index.html#3.Usage as far as possible. The manual steps are not all available on our ubuntu box. For example I'm only having a foreman and foreman-proxy service.

Allright, setting to "resolved", as this is known... I think it's workarounded when using the installer, but not when installing packages alone.
