Description

In http://projects.theforeman.org/issues/19076, we moved to use Pulp's single consumer applicability regen API. This API call allowed for regenerating applicability without creating a pulp task lock on the repo.

However, Justin found that the new API had two pulp bugs: https://pulp.plan.io/issues/2793 and https://pulp.plan.io/issues/2797. He created http://projects.theforeman.org/issues/19761 to revert 19076 until these two bugs were fixed.

This issue is to bring back 19076 once pulp issues 2793 and 2797 are addressed.
