Improve error message styling when openscap proxy is down

Description

Viewing policy guide and full report requires openscap proxy to be available. When proxy is down, error is shown but its styling could be improved. I am thinking Patternfly alerts.

Steps to reproduce:
1) make sure your openscap proxy is down
2) try to 'View full report' on reports/show or 'Show guide' on policies/index page
3) observe the errors
