No default dashboard widgets for users
Description
The default login behaviour for new users since #8106 is a step backwards, as the initial dashboard page is now blank with a single button: Get default dashboard widgets.
The widgets should be populated for the initial seeded user and any new users so the first login is a decent experience. There's not a lot of value in having every user click the button on login.
